The Curt Echo # C51180 is a unique controller because it is installed on your trailer and is controlled wirelessly (via Bluetooth connection to your Apple/Android smart phone). To use it with your 2018 Subaru Outback Touring you will need a 7-Way that powers the lights on your trailer and a functioning 12V power pin.
If you don't have any wiring on your Outback Wagon then you will need a 4-Way, like the recommended T-One # 118467 (which does not fit a Sport), along with the Wiring Upgrade Kit # ETBC7L. The 4-Way will send the light functions and then the fully installed ETBC7L kit will give you the 12V power that you need for the Echo.
I have linked an installation video of the T-One connector as well as installation instructions for all of the products mentioned above for you to check out.
