The SH code of a brake controller indicates that there is a short on the brake output circuit. This means that some where between the brake controller and the brake assemblies of your trailer the circuit is shorting out to something metal. Commonly this is due to corrosion on the trailer connectors. This can be fixed by hitting the connector with some fine grit sandpaper.
Aside from that you will need to trace the wiring from the brake controller basically back to the brake assemblies looking for any obvious signs of a short like exposed or cut wire and fixing as necessary.
