When mounting a brake controller in the cab of a vehicle, the controller needs to be within easy reach of the driver to be able to apply the manual control if needed. Most brake controllers are installed at the bottom of the dash on the right side of the steering wheel, since most people are right-handed. You will want to make sure to mount the brake controller in your 2008 Toyota Tundra so the driver of the vehicle can have easy access to the brake controller controls.
The Tekonsha Prodigy 2 Brake Controller, part # 90885, can be mounted in a 360 degree vertical range, but the front of the controller needs to be horizontal and parallel to the direction of travel. I am including a link to the installation instructions on the Prodigy 2 brake controller.
If there are wires in the way of mounting the brake controller to your vehicle, I would try and hold the wires out of the way while installing the brake controller bracket or find another location that is within reach of the driver and can be securely attached to the vehicle. I am including links to a couple of videos that will show installing a brake controller on a 2007 Tundra and a 2010 Tundra. Both videos will give examples of where the brake controller can be mounted.
