Should All Trailer Tire Sizes Match

Can I run just one 235/85/16 with the other tires being 235/80/18 safely?

In an emergency situation to get home yes you'd be fine, but beyond that you really need to match all trailer tire sizes on your trailer. Different diameter wheels will cause unpredictable suspension performance, tire wear, as well as bearing component wear.
Best option would be a tire in the right size like the # TTWTRTM2358016E which I attached a review video for.
