The best option will be the Dispatch 2 bike rack part # S44FR which fits a 2-inch hitch and is rated for the rougher ride quality at the rear of a camper trailer like what you have. It also has a 60 lb per bike capacity which means it will be rated for the heavier weight of e-bikes as well.

As long as your Rad Rover E-Bike is less than 45 lbs, you will be good on weight. Then for your wider tires, you just need the fat tire adapter. You'd need the Dispatch part # S44FR which has a 45 lb per bike capacity and with the fat tire adapter part # S64694. This can accommodate your tire width up to 4 inches. If you need more weight capacity, you could go with the Hollywood Racks Sport Rider SE Bike Rack for 2 Electric Bikes - 2" Hitches - Frame Mount # HLY84FR. It can accommodate bikes up to 80 pounds with tires up to 5", but it does require a class III hitch.
