The Roadmaster EZ Base Plate Kit # 523163-1 referenced in your question is confirmed to fit your 2015 GMC Terrain. There is no difference at all between the two part numbers you mentioned. The 523163-1A is the part number that the manufacturer (Roadmaster) uses and we simply drop the "A" when listing it on our site.
In order to flat tow your Terrain, you will also need a tow bar, safety cables, a lighting solution, and a supplemental braking system (if you do not have these parts already).
For a tow bar I recommend the Roadmaster Falcon All Terrain # RM-522. This non-binding tow bar will work perfectly with the EZ Base Plates on your vehicle and it features a 6,000 pound capacity. For safety cables you can use the Roadmaster 8,000 Pound # RM-645.
Then for a lighting solution, I like the Hopkins Custom Tail Light Wiring Kit # HM56108. This is a custom harness which will plug into factory ports behind the tail lights of your GMC Terrain. IT will wire the vehicle so that it accepts the signal lights from your RV when flat towing.
Please note that fuses wil need to be pulled on your vehicle during towing (you can check your owner's manual to verify). If you have a 4-cylinder model, you will leave fuse #32 intact and pull the ABS fuse. For the 4-cylinder model use the Fuse Bypass # RM-76517 to help with this process.
For a supplemental braking system, I highly recommend the SMI Stay-IN-Play DUO # SM99251. This system will give you automatic, proportional braking that requires no maintenance or attention after the initial installation.
Finally, you will likely need a high-low adapter in order to keep the tow bar level. I have attached a great article that explains how to choose the best one for your setup, along with a link that will take you to our available selection. I have also included installation videos for the products mentioned on your vehicle that you can use for reference.
