With the use of the Curt 210 ball mount . Will the tailgate of a Forester still clear?

There is a way for you to tow your small trailer AND use the Thule T2 Pro XTR 2 Bike Rack # TH83JV, although you would not be able to do so by replacing the lower tube on the rack.
Instead, what you can do is use the Curt Multipurpose Ball Mount with 2" Receiver # D210. This has a ball mount that fits 2" hitches and has a receiver above it; the receiver is also 2" so it will work with the T2 Pro XTR.
The ball mount can be locked to your current hitch with Hitch Lock # e98880 and for a hitch ball you can use # 19260 for a 1-7/8" ball or # 63845 for a 2" ball.
