The Lippert Components High-Speed Power Stabilizer Jack # LC298707 will draw power from your trailer battery. That trailer battery is generally connected to your truck through the 12V pin on your 7-way trailer connection. This provides that trailer battery with a maintenance charge while traveling but not enough to really charge the battery but rather just maintain its charge with the 2-4 amps beyond what is being used by the truck from the vehicle alternator.
The stabilizer jacks can work off any 12V power connection, so you may choose to connect it in another way but that is how they are designed to work when installed by the manufacturer. If your trailer battery is not charged you can provide the power for the jacks through jumper cables or direct connection to your truck.
