We do have hanging style 4-bike racks that will fit in both hitch sizes, many in fact, that appear on the linked page. The customer favorite is the Thule Hitching Post Pro # TH934XTR. To this hanging rack you can add anti-rattle hitch lock # THSTL2 to secure the rack and a cable lock # e98891 to secure the bikes.

The Kuat NV 2.0 hitch 4-bike racks like # NV22B-NA22B and # BA22B-BA02B are only offered in a 2-inch size because a 1-1/4-inch shank just is not strong enough to handle the load of a 4bike platform rack. This is why there are no 4-bike platform racks with a 1-1/4-inch shank. Kuat does make a 2-bike NV version that is compatible with your 1-1/4-inch hitch, part # NV12G, but this is NOT expandable to 4-bikes.
