I need three pairs of these brackets. Is there anyway to purchase 3 pairs of brackets instead of having to buy 4 pairs and end up with extras?

The Surco Adapters # SPSTR100 referenced in your question are only available from the manufacturer in a set of 4. They are not available individually or in sets of different numbers.
These adapters are for use with the Surco Safari Rack # SPS5060 on the factory roof rack for the 1991-2002 Isuzu Trooper.
