Does this hitch step extend out past the bumper when not in use or is it completely flush with the rear bumper?

When turned to the side the step portion of the Extendable Hitch Mounted Step # 288-08400 will stick out past the bumper and hitch opening. If you check out the picture I attached you'll get an idea of what it will look like in the store position.
