For a ladder rack that will mount to the stake pockets on your 2007 Chevy Silverado New Body, I recommend taking a look at the Thule TracRac SR Sliding Truck Bed Ladder Rack. If you have the 6-1/2 foot bed, you will use # TH43002XT-501 and if you have the 1500 with the 5-1/2 foot bed, you will need # TH43002XT-608.

This is an excellent sliding ladder rack that features T-track base rails that will let the rack slide along the length of the bed. 4 aluminum load stops are included to keep your cargo in place and side cleats attach to the uprights for additional tie-down options.

If the tonneau cover on your Silverado installs completely inside the rails, this system should work well with it in place. I have attached the installation instructions for these racks that you can also take a look at.
