Can the bolt / bracket hardware kit be purchased without rails?

Yes, you can get all of the parts from the Reese universal install kit only without the rails. For that you will need # RP30439. To be clear though this kit is for 10-bolt rails which you can identify by the mounting holes on the side flanges and not just on the tops of the rails.
