The Optronics 7 Inch Round Transit Stop and Tail Light # ST90RB referenced in your question includes one light assembly. They are not available in a set, so you will just need to order two.
This is a really nice, round tail light that measures 7-1/8 inches in diameter and has a depth of 2-3/16 inches. The gasket is included to create the weathertight seal and the light will ground through its mounting hardware. I have attached a short video demonstration on this light that you can also check out.
