For your 1999 Ford F-350, an Integrated Brake Controller was not a factory option. The Factory brake controllers were not an option until 2005 models.
For a great aftermarket brake controller, I recommend the Tekonsha Prodigy P3 # 90195. This is a proportional brake controller that will apply the brakes to your trailer at the same time and with the same amount of braking pressure as you hit the brake pedal in your truck. This controller is extremely easy to use with preset options as well as an LCD screen to give clear communication.
I also recommend using the wiring harness # 3035-P which will easily connect to your factory wiring. I've attached a video to assist as well as linked an article to help.
