For a hitch for your 2007 Tacoma PreRunner I would recommend a Draw-Tite # 75236. I attached installation instructions and an installation video for this product for you to check out.
The Class IV Weld On Hitch # 41990-07 that you referenced is a universal hitch that is typically used for trucks with service bodys or utility bodys. However, there might be a way to install this hitch on your truck, but unless you have a service body I would recommend the # 87581.
