Either Tow Bar and Base Plate set-up would work well for you. In my opinion, Blue Ox has a slight edge.

Their tow bars include the safety cables, while Roadmaster does not. On many applications, their base plate kits require less modification of the vehicle. I have been told by folks that have used both Roadmaster and Blue Ox systems that the Blue Ox triple lug method of attaching the tow bar to the base plates is easier and more hassle-free.

The Blue Ox Alpha, part # BX7380 is a good median-priced tow bar. It features the non-binding latches and the swivel feature that makes the tow bar easy to connect, even when the ground is not completely level.

The correct base plate kit for your Beetle is part # BX3824.

To wire your Beetle for towing, I would recommend the Isolating Diode Kit, part # 38955.

Many stated require that the towed vehicle be equipped with a supplemental braking system, like the Blue Ox Patriot system, part # BLU37TR.

Keep in mind that many vehicles can require additional modifications before being flat towed. These modifications can include a transmission lube pump, free wheeling hubs or axle disconnects. I would recommend consulting your owners manual or VW dealer for specifics relating to your vehicle.

I will provide links to some helpful FAQ articles relating to flat towing your vehicle.
