Bike Rack and Cargo Carrier Recommendation for 2 inch Hitch

Hi, I have a 2002 4 Runner with a 2inch hitch. Im trying to put together a system thats 2 levels on a swing arm if thats possible. 1. The first level is for a cargo carrier for 2 medium+ size coleman coolers. About 90# for the coolers total max. 2. The second level about 2 feet above the first level would be another receiver that would hold a 1Up two bike carrier. With 2 bikes and bike carrier about 100# No rush, any ideas or if this is even possible? Thank you!

The best solution we have for what you described is the Hollywood Racks Sport Rider SE2 part # HR1450Z-85 which has a 2 bike rack and a cargo carrier together. We don't have a swivel for this to allow the setup to swing out though. That would add quite a bit of length, leverage and movement so it wouldn't be ideal at all.
