Is it possible there's grease in the drum which is causing the brakes to not lock up? If you blew out the inner grease seal or it was leaking at all this is a very likely cause. Otherwise it could be a mechanical problem of the assemblies and would need to be replaced.

I attached a page that has all of the brake assemblies we offer for you to check out as well.

Glad you got it figured out! For a left hand 12 inch brake assembly we have the part # AKEBRK-7L-SA or for a right part # AKEBRK-7R-SA. If you can get me the inner diameter of where the seal installs in your hub and the diameter of the spindle where the seal rides I can pick you out the correct one. I attached a link that has all of the greas seals we carry for you to check out as well with that info. Select your inner and outer diameter from the filters to see what you need.
