Does Trailer Tire Capacity Include Tongue Weight Supported by Vehicle and Not Tires
Question:
Is the hitch weight on a fifth wheel subtracted from the GVWR assuming the trailer is loaded to capacity to determine the maximum weight on the tires/axles/wheels?

That's a really good question, but the way tires for a trailer are rated is based on the overall weight of the trailer including the weight that is pin or tongue weight. Reason being that on inclines more of the trailer's weight gets transferred to the tires so the tires need to be rated for that.
