Typical spring deflection for trailer leaf springs like the part # e54SR is right at 1-1/2 inches when at capacity.

What you'll want to do is use the spring as a guide to let you know where the axle center will be. The pin in the middle of the spring that fits into the spring seat of the axle is going to tell you exactly where the axle center will be. Align that with your fender center and that's where you'll place the front hanger.
