The Hollywood Racks Over-the-Top # HRF2 comes with security straps that are similar to the Thule Passive Security Strap # TH533. Simply loop them around your bike rack and then toss the anchor into your rear hatch area.

Ultimately any lock (or strap) can be beat given enough time and the right resources. If you don't trust leaving it on your vehicle with the security strap then yes, the best form of security would be to take the bike rack off and toss it in your vehicle.

Should you have your bikes loaded and need to make a quick pit stop you may want to consider getting a cable lock like part # e98891 to deter theft of your bikes while you are inside.

You may also want to consider getting the Softride Soft Hook-and-Loop Tie Downs # SR54FR to keep the front wheel of your bikes from moving around and an Adapter Bar # HRBA-PRO for any bikes with an alternative frame that doesn't have a horizontal top tube.
