Parts Needed for a Complete Towing Setup for Flat Towing a 1994 Honda Civic

Will the roadmaster tow bar rm-020 work and is there a base plate available.

The RoadMaster Tracker Tow Bar, item # RM-020, can be used with all Roadmaster base plate applications. You will need to add a Roadmaster Tow Bar Quick Disconnect Kit, item # RM-201, to the Roadmaster base plates that you select to be able to easily remove the tow bar when not towing the Civic.
Base plates for your 1994 Honda Civic are available. For the DX, SI and S and Hatchback models the Roadmaster Classic Base Plate Kit, # 508-1, is the correct fit. For the CX, EX, and LX models the Roadmaster XL Base Plate Kit, # 510-1, would be the best option.
You will also need safety cables, a lighting solution to activate the Civic tail lights, and a supplemental braking system to complete your flat towing setup.
For safety cables the RoadMaster Coiled Safety Cables, item # RM-643, would be a good choice.
For lighting you have three choices. A magnetic kit would be a good choice if you will be towing infrequently. The Magnetic Towing Light Kit, # RM-2120, would be a good choice if this is the case.
If you will be towing frequently you can use a bulb and socket kit, item # RM-155, or a Diode Wiring Kit, item # RM-154. I opt for the bulb and socket kit when applicable because it keeps the tow bar wiring completely separate from the towed vehicle wiring. For your Civic The diode kit will work, and if you want to use the bulb and socket kit you will need to check to see if there is a spot at the back of the tail light housing to drill a 1 inch hole and enough room inside the tail light at that point for an 1157 bulb, # A1157B.
Finally, you should consider as supplemental braking system, for towing the Civic. I would recommend the Roadmaster Even Brake Portable Proportional Braking System, # RM-9400. This system will help the tow vehicle stop safely when the extra weight of the Civic is added.
