Why Would P3 Brake Controller Have Full Voltage with Override Lever but only 3.5 Volts with Pedal
Question:
I have the same problem someone posted only I have 3.5 Volts when motor is running on the taillights pin and lights switched on. Trailer works okay with our other car for which I ordered stuff from you guys. So it must be in the Toyota. Signal/Brakes are working fine. Could it be that the LED trailer lighting might draw too less power?

The Prodigy P3 part # 90195 that you referenced is a proportional controller that senses the amount of deceleration the vehicle is experiencing due to braking and then puts a proportional amount of braking on the trailer brakes.
If you are at a stop and you hit the brakes the P3 will not put out full braking power as it does not sense hard braking. That's also why when slide the manual override lever you end up getting the full voltage.
