from trailer hook to transom hook is 18. will this strap tighten up on my boat?

Since the strap itself on the BoatBuckle Heavy Duty Tie-Down Straps # IMF14206 measures 2' in length from the end to the middle of the "S" hook you will have more than enough length for the 18" space you mentioned.

From where the strap rolls up on the ratchet to the middle of the "S" hook on the ratchet strap measures 1' so when it is all laid out you will have 3' (36") of strap. Be mindful though that some of the 2' strap will need to be ratcheted into the mechanism for it to be secure.
