Does Kat's Heaters Oil or Transmission Heating Pad Need to Attach to Bare Metal

the instructions say to clean and sand metal before installing. HOW important is it to put this on bare metal vs painted?

While it is best to sand the paint off the metal surface, as long as it is clean and free of debris or corrosion, the Kat's Heaters Heating Pad # KH24100 should stick without issue. The pad features 3M tape that will provide a strong attachment point under your oil or transmission pan. The pad itself also has a silicon cover that will resist oil and acid.
