Does Trailer Dolly Capacity Refer to Tongue Weight?

I was wondering when you all say 600 lbs, is that hitch weight or tongue weight What dolly would be the best for my pop up which has a Hitch weight of 380 lbs

The capacity you are referring to for a trailer dolly is the tongue weight capacity the dolly can handle, which is sometimes referred to as hitch weight. So if your pop-up camper has a dry (unloaded) hitch weight of 380 lbs, that is the same as having a 380 lb tongue weight.

For that amount of weight we have a number of dollies that would work well and I recommend the Rack'em Trailer Dolly # RA20 which has a maximum tongue weight capacity of 500 lbs. It has a 1-7/8" hitch ball, 13" tires, and adjusts between 16" and 19". As you can see from the accompanying customer-submitted photo it does work with a pop-up camper.
