Troubleshooting Trailer Shackle Straps that Flip Upside Down When Travelling

Question:

The tandem axle shackles reverse when the car trailer is empty. How do I prevent this? It is a factory built 16 foot flatbed with a walking beam or double eye spring hanger between the two axles. Instead of it forming a Winch it flips to an Minch shape

Is the trailer sitting nose high or low? If the trailer isn't sitting perfectly level that is a typical cause for the shackle straps to flip upside down. Or if they are too short for the application that could cause a problem.
