The Thule Passage 2 Bike Carrier, Item # TH910XT, will not work with your convertible 2017 VW Beetle and will only work with a hardtop without a panoramic roof.
To have a bike rack, your best option is to add a hitch specially designed for your car. The Curt Class I Hitch, Item # C11354, is designed for your convertible and has a 1-1/4 inch receiver so that you could carry a hitch bike rack.
The Swagman XC 2-Bike Platform Style, Item # S64650, is a solid 2 bike rack that secures your bikes at the wheels and frame for a more stable ride. Cushioned hooks adjust to different size bikes, work with a maximum wheel base of 51-1/2 inches, has a total weight capacity of 70-lbs (35-lbs per bike), and maximum tire width of 3.5 inches.
