Does the Hollywood Racks Sport Rider SE Tilt Downward for Easy Loading

Question:

We are considering the Hollywood Sport Rider SE for transporting a RadWagon electric cargo bike. Because my wife has trouble lifting heavy weights is it possible to tilt this unit down to reduce the height for loading and then tilt and lock it back into position for traveling?
