I checked with Westin and was able to find a set of the install instructions for the Westin Trailblazer Rocker Bars # 42-4005 that you referenced and attached them to this page for you to check out.

Looks like you hold the bars to the vehicle frame, create a template to use for drilling the frame, and then attach with hardware that attaches to the frame.
