The adjustment washers that come with the Husky Center Line Weight Distribution (WD) # HT32217 that you have are used more for fine-tuning and personal preference.
If your trailer weighs 5,980 lbs when fully loaded this will put your Tongue Weight (TW) range at 598 lbs - 897 lbs. You will want to adjust the weight in your trailer and then add the weight of any cargo behind the rear axle of your tow vehicle to make sure that it lands between the 600 lb - 800 lb TW range of your Husky Center Line system. If your system were to exceed the 800 lb limit then you can use the bars # HT32329 instead which will give you a TW range of 800 lbs - 1,200 lbs.
As long as those combined weights (called Total tongue Weight or TTW) are within the range of your WD system then the washers are just personal preference.
