Question:
Does this come with 2 steps or just 1?

The Carr Custom-Fit Side Step # CARR103991-1 referenced in your question consists of 1 step and its mounting hardware. If you are needing a pair for your 2013 Chevy Silverado 1500, you will instead want to go with the Carr Side Steps # CARR103991. This is the same exact 7 inch long, 3-1/2 inch wide step to the one you were looking at, but it comes with 2 steps and the needed installation hardware.
I have attached a short video demonstration on this product, along with the installation instructions that you can also take a look at.
