Will this jack lift my trailer enough to put my sway bars on which it has to pick the backend of the truck with it.

Yes, this Electric A-Frame Tongue Jack # JET-3555 that you referenced would be adequate to lift your trailer and truck enough to install the spring (sway) bars of your weight distribution system.
Usually when we recommend a jack for a trailer we say that as long as the jack is rated to lift half of the weight of the trailer it will work well. However, since you will be lifting the rear of your truck also you would need a little extra capacity, so the 3,500 lb capacity of the # JET-3500 would work well for your application.
