The situation you are describing is a telltale sign that the brake signal wire coming from the brake controller is attached to the wrong side of the brake pedal. There are two wires that receive power going to the brake pedal. Once that receives power constantly and the other that only receives power while the brake pedal is depressed. The wire that only receives power while the brake pedal is depressed is referred to as the cold side which is the wire that will need to be connected to the brake controller. You will want to use a circuit tester like part # PTW2993 to find the correct wire.
