Installation Tips and Bolt Thread Size for the Curt Trailer Hitch # 11227 on a 1992 Toyota Corolla
Question:
You say the bolts on the back side are 12 mm. Are they 12 mm X 1.50, or are they 12 mm X 1.75 ?

The bolts included with the Curt Trailer Hitch # 11227 are M12 - 1.25 x 40mm hex. All of the hardware included with this hitch is listed in the installation instructions, see link.
On older vehicles it is a good idea to clean the threads with a wire brush, see video demonstration. The Battery Post and Terminal Cleaner, # DW00254, is a good choice for this purpose.
Since your vehicle is a 1992 model, you may need to use a tap or make one. Using a identically sized bolt you can create your own tap. We have a video showing this process for you to review also, see link.
