The Kat's Heaters Custom Fit Engine Block Heater part # KH11811 should get hot as soon as it is plugged into a power source. However, the heater must first be completely submerged in a solution before receiving power therefore, I would first submerge the heating element in antifreeze, and then plug it into an outlet to see if it gets hot. If the heating element does not get hot then it will need to be replaced.
