From my research it looks like a Sondor electric bike weighs 55 lbs and has 4.9 inch tires. A bike rack that fits in your Class II 1-1/4 inch hitch and would work great is the Saris SuperClamp EX # SA4025F; it is a 2-bike rack with a weight capacity of 60 lbs per bike and can accommodate your fat tires with the use of fat tire adapter # SA4419.
The SuperClamp has a built-in anti-rattle hitch lock to secure the rack to your vehicle and an integrated cable lock to secure your Sondor to the rack. I've added links to video reviews of this rack and the tire adapter for you to take a look at.
