Is E-Track # E19148 Designed to be Flush Mounted

Question:

How do you installed recessed E-Track in an enclosed Trailer? The floor and walls will be diamond plate. Should you install the E-Track first or second?

The E-Track part # E19148 that you referenced is not designed for a recess mount although if you wanted to come up with a way to do that you certainly could.

There aren't specific instructions for flush mounting E-track such as # E19148 but as long as the openings on top are clear and there is space enough below the holes to insert/remove accessories then it can be flush mounted or recessed some. It is pretty versatile stuff.
