The Roadmaster EZ4 Base Plate Kit # RM-521559-4 referenced in your question is confirmed to fit your 2009 Honda CR-V. We have not had a chance to install this kit on your 2009 CR-V so we do not yet have an installation video. These custom base plates allow for a simple installation with no welding required. All of the necessary hardware and installation instructions will be included.
For a compatible tow bar to connect to the base plates, I highly recommend the Roadmaster Falcon All Terrain # RM-522. this tow bar features a non-binding design that will allow you to release your Honda CR-V at any time, even on unlevel ground. The extra-long telescoping arms will also provide better maneuverability and easier towing. I have attached a video demonstration on a 2013 Honda CR-V that you can use for reference.
I recommend adding the RoadMaster Coiled Safety Cables # RM-643 to provide the necessary extra security for your tow system.
In order to flat tow your Honda CR-V, you will also need a lighting solution and supplemental braking system. If you still need these items, please let me know and I will be happy to make a couple recommendations. I have also attached a great article on flat towing that you might find helpful.
