The Dexter Trailer Hub Assembly # 8-258BTUC1 referenced in your question can be used with 13 to 15 inch wheels. This hub assembly includes the lug nuts, # L44643 inner and outer bearing, grease cap and grease seal. It is designed for 2,000 pound axles. You will just want to make sure your existing hubs use the same inner and outer bearings in order to ensure these will work as replacements.
