Helpful Expert Reply:
To change your Thule lock cylinders you will need to insert the Universal Change Key for Thule Locks # 853-1251 into your current, unlocked cylinders on the Thule foot for your Tracker II and work them loose until they are free.
Once your cylinders are free, you can put them in your new Replacement Railing Foot for Thule Tracker II Foot Pack 753-2152 in the same manner you would with a new lock core. I have included a video for you showing how One Key System Lock Cylinders get installed into a railing foot such as yours. It is a simple process where you'll only have to pop off the plastic piece on the railing foot and put your lock core in using the Universal Change Key.
