Will the Thule bike rack TH56BV fit on my 2001 Chrysler Town and Country van?

Yes, according to Thule, the OutWay 3 Bike Trunk Mounted Bike Rack, # TH56BV, is a fit for your 2001 Chrysler Town and Country. The Passage 3, # TH911XT that you have referenced will also fit. Between the two racks, I would choose the OutWay because the retractable cables make installation much easier.
If you plan on carrying any bikes that do not have a top frame bar that goes straight across from handle bars to seat, I recommend the Adapter Bar, # TH982XT, in order to carry the bikes more level. I have included a link to a video review of the adapter as well.
