The best tow bar for your 1980 Jeep CJ-7 will first be one that is compatible with the base plate brackets you use. However, there are no brackets available from Blue Ox or Roadmaster, so you would need to use the Blue Ox Bolt-On Base Plate Bracket Kit # BX88230 which will need to mount to a flat metal surface and before use normally require bumpers to be modified or reinforced.

These brackets are only compatible with Blue Ox tow bars, and I recommend the Blue Ox Alpha # BX7380 due to its easy self-aligning hook-up design and because it comes with safety cables included. I've included a link to a video review of this product for you to take a look at.
