The only base plates which are a fit for your 2011 Hyundai Accent are indeed the Blue Ox # BX2323, which will work with your automatic transmission so long as you do not have foglights. You will not need to unplug a fuse on your Accent to tow it, though there are a number of other parts you'll need.
For a tow bar I recommend the Blue Ox Alpha # BX7380 which is compatible with the aforementioned Blue Ox base plates and even comes with safety chains. You are also going to need wiring to work your Accent's lighting while it is being pulled, and I suggest the Roadmaster Tail Light Wiring Kit # RM-155.
Most states also require a supplemental braking system, and I strongly recommend the SMI Stay-IN-Play DUO # SM99251 which activates your Accent's brakes in proportion with your tow vehicle and is a one-time install that you will never have to activate or deactivate.
Finally, it is likely you will need a high-low adapter to keep your Accent level with your tow vehicle. The adapter you need is going to depend on some measurements you'll need to take. I have added a link to a help article on high-low adapters which explains the measurements you'll need, as well as a link to our page with each of our adapters. I've also added links to video reviews of these products for you to take a look at.
