It sounds like you have a mobile home axle and are trying to convert it to something more serviceable. Mobile home axles have a "one-time use" construction and so there is a good chance that what you have will not match what is needed to change to 15 inch wheels. However, if you have a standard bolt pattern then very possible.
In order to change from a 14.5 inch wheel to a 15 inch wheel you will need to know and then match the bolt pattern. I have attached a FAQ article that covers how to determine bolt hole patterns. I have also attached a link to our selection of 15 inch tire/wheel options that includes both bias ply and radial tires. One to consider is the Westlake ST205/75R15 Radial Trailer Tire w/ 15" Silver Mod Wheel # LHAW121 with maximum load capacity of 2,150-lbs at 65 psi. It is a steel wheel with a 5 on 4-1/2 bolt pattern. And it has an 75-mph speed rating.
Upgrading to a larger, standard size wheel is a great idea if possible but may require additional work. If you have a mobile home axle, you may have to replace hub/drums and even replacement options may not be compatible with your spindles. You may also face other challenges. For the long run, I would consider replacing your trailer axles as well (if needed) for greater safety and to have more readily available replacement parts.
