A Professional Should Install Trailer Brake Mounting Flange # 4-34

Question:

Do you have instructions on how to weld the backing flange on the axle to add electronic brakes? If not would a local welding shop be properly equiped to handle this? I have read that if done wrong it will weaken the axle or wear the tires fast or cause axle to brake improperly or heat up and sieze.
