Is the Provider ST205/75R15, Load Range C, Trailer Tire a directional tire. If so, how do I tell which direction to mount them?

The Provider ST205/75R15 Radial Trailer Tire # TTWTRTM2057515C referenced in your question is not a directional tire. It does not matter which direction you mount them to your wheels.
This is an excellent radial ply tire that has a maximum load of 1,820 pounds at 50 psi and a maximum speed of 81 mph. It includes a 2-year limited warranty. I have attached a short video demonstration on this tire that you can also check out.
