Where Do Washers Install on the Swagman XTC-2 Bike Rack

Question:

64670 XTC 2 bike rack. I assembled per instructions but after assembling I found large washers that I couldnt find where they were to be use. I assume it was the set screws and those were very tough for me to tighten so I didnt remove to add the washers. I noticed a wobble in this area and found the set screws were a bit loose. I tightened them but wonder if I should put the washers on as well. I also find that the entire rack wobbles back and forth a bit when I drive. This is where the unit goes into my hitch. I didnt remove the spaces on either side because I needed them.

I spoke with my contact at Swagman who said that there are 4 washers that are used with the knobs on the wheel trays, 2 washers for the carriage (or set) bolts on the underside, and then a washer and lock nut used for the threaded pin. If you have hardware that wasn't installed, like the washers for the set bolts you mentioned, it is best to install it because that is how Swagman designed the XTC-2 # S64670 to be assembled.

As far as the whole bike rack wobbling back and forth; if you tightened down the anti-rattle hitch bolt with a ratchet then you shouldn't be experiencing wobble in the shank. However, if you tightened it only hand tight then that could be the reason why. If you check out the video I attached you can compare any movement that happens to the bike rack during our test course and compare it to what you are noticing.
