Yes, the Husky Liners Quad Caps Truck Bed Rail Protectors w/ Removable Stake Pocket Covers part # HL97111 will work with a tonneau cover. Depending on which tonneau cover you have installed on your 2013 Chevy Silverado, the cover will either sit atop the bed caps or along the inside of the bed rails thus not interfering.

I have attached a photo of these bed caps installed on a similar truck for you.
